He acts on his emotions mainly stimulated by hunger. Just because he threatens to turn people into candy or kill them, doesn't necessarily mean he actually would. Could just be empty threats brought about by his growling stomach. He wasn't hungry when he threatened Beerus.

Now, it's unnecessary and really quite annoying. Instead of flipping out over everything I would prefer to see him almost ruin Satan's reputation by being childish and oblivious. Not malicious. He can annoy Beerus by being selfish, but have Beerus—the actual bad guy—be the one to attack Boo for licking all the pudding, or whatever. Boo is a minor gripe with this series, though. Goku is, ironically, just coming across as Luffy 2.0; Vegeta has lost most of his character development, and having him wear his Saiyan armor again was stupid; Mr. Boo has pretty much become Fat Boo; and all of the other characters everyone has mentioned as being parodies of themselves. The only characters who have come off any better is Mr. Satan and Goten. Not much, though.

So I guess that if mankind is virtuous, it won't be an issue? That origin raises other questions though, namely what kind of people was Boo absorbing evil from millions of years ago, when humanity weren't around? I'm guessing at this point Boo's 5 million year old life story or whatever has been reduced to a 150,000 year one or something. But even still...that was the original Boo with no heart or anything and without any rationality. This is Good Boo. This is the Boo who has not only gotten more purity of good by absorbing Dai Kaioshin but has specifically expelled the evil part of him. He right now probably couldn't be more good than if he tried. What is he like a sponge that just soaks up whatever emotions are going around him at the time? Y'all seem to be thinking of Earth only. We are shown there are humanoid species throughout the universe.
